Using openIV navigate to Grand Theft Auto V\mods\update\x64\dlcpacks and paste or drag/drop "servicevan" folder,

now navigate to Grand Theft Auto V\mods\update\update.rpf\common\data and open dlclist.xml, pasting the following line, as the final entry>>>>>>

dlcpacks:/servicevan/

save and close. Enjoy in game, using Spawn name "servicevan"
